I dont think so…just checked O2 site(UK)...its possible to activate from home http://www.o2.co.uk/iphone/activation

Oops!! But a story in engadget says only in store activation http://www.engadget.com/2008/06/09/iphone-3g-purchase-and-activation-will-be-in-store-only/
